Aby Rosen, cofounder of RFR Holding and part-owner of the building, has said the new deck is just part of plans to reinvigorate the landmark. Other phases would include new restaurants, a food hall and retail spaces. The deck, designed by Gensler, would be built on the 61st floor, where terraces currently exist on the north and south sides of the building. Modifications include the replacement of doors with new, power-operated entryways with wider frames to accommodate wheelchairs. A wall of 13 glass panels spanning 51 ft. and standing 7 ft. tall, would be placed at the edge of the terraces. Double-hung windows on the 61st and 62nd floors would be replaced wi
