San Francisco has one of the most protective systems for renters versus landlords. It serves well for many. And of course, some abuse it. It brings out the worst of people I think. Some of you may know, as well as I do, some people who's gotten a good chunk of cash to move out of a rented unit. The system, I think, almost gives renters an illusion that they are the owner (you may know someone who fixes up a rented home with such illusion).
